是燃料成本。生物质发电需要投入较高的燃料成本，约占总发电成本的三分之二，以补贴后0.75元上网电价估算，燃料收购价格的盈亏平衡点达到了300元/吨左右，而燃料收购价格受市场变化影响较大，极易导致生物质发电企业出现亏损。
